Simon Clarke MP, Chief Secretary to the Treasury, spoke at the IEA about the need to reduce the size of civil service and asserted that public spending has reached its “high water-mark”.

Simon argued that the number of civil servants is “impossible to justify long-term and something we’re determined to reverse”.
