“Council tax is poorly designed. Bodged together in the wake of the poll tax, it is still based on property values from 1991.
“Since then house prices have more than quadrupled — but with significant regional variation.
“If anything, we should be leaning towards more, but better-designed, tax on residential property.
“So by all means, let’s overhaul council tax so that it works better. But it should remain a tax on residential property.”
