    The starting point for a responsible and balanced approach to gambling (as to much else) should presumably be to let grown-up people choose for themselves whether to gamble, on what and to what extent — standing to benefit from the pleasure they may get from such an activity but also prepared to live with the consequences. It may well be the case that a small minority get into serious trouble as a result — but the same is true of driving, eating chocolate, running marathons, etc. etc. If ‘we were to require the government to step in and stop anything that could conceivably lead to harm we would be likely to snuff out almost all human activity, incidentally including government itself.
