    I agree with Horwitz’s point on the role of institution and how they affect the outcome of a situation. In my opinion when “evil happens” it is the result of not just the individual themselves but could be traced back to a higher authority, for example, Horwitz points out that people believe the rising gas prices are caused by the selfishness of oil companies, he refutes his example by asking what happens when gas prices fall, do oil companies suddenly become considerate? The answer off course, is that institutions are responsible for their company succeeding and therefore derive their decisions for pricing based on their incentives, not because of their benevolence or greed. The point about institutions being in charge is crucial because in the past there were cases where the blame fell on certain individuals where the institution should have been held accountable.
