The British government and most governments for the past 20 years have been encouraging capital to come into the country by lowering corporation tax. If the government is serious about limiting the legal loopholes for corporations to avoid tax, they should be simplifying the tax code rather than making it more complicated. In the end however, money and capital will be more effectively used in the hands of private individuals and companies rather than in the hands of the government.
